Powers & Functions of the Authority

According to NIWA website below are the functions:

  1. undertake capital and maintenance dredging;
  2. undertake hydrological and hydrographic surveys:
  3. design ferry routes:
  4. survey, remove, and receive derelicts, wrecks, and other obstructions from inland waterways;
  5. Operate ferry services within the inland waterways system;
  6. undertake installation and maintenance of lights, buoys, and all navigational aids along water channels and banks;
  7. issue and control licenses for inland navigation, piers, jellies, and dockyards;
  8. examine and survey inland watercrafts and shipyard operators;
  9. grant permits and licenses for sand dredging, pipeline construction, dredging of slots and crossing of waterways by utility lines, water intake, rock blastin,g and removal.
  10. grant licenses to private inland waterway operators;
  11. approve designs and construction of inland river crafts;
  12. approve and control all (i) jetties, dockyards, and piers within the inland waterways; (ii) advertising within the right-of-way of the waterways
  13. reclaim land within the right-of-way;
  14. undertake the construction, administration, and maintenance of inland river ports and jetties;
  15. provide hydraulic structures for rivers and dams, bed and bank stabilization, barrages, groynes.
  16. collect river lolls.
  17. undertake the production, publication, and broadcasting of navigational publi­cations, bulletins and notices, hydrological year hooks, river charts, and river maps.
  18. carry out consultancy and contractual services to represent the Government of Nigeria at national and international commissions that deal with navigation and inland water transportation
  19. subject to the provisions of the Environmental Impact Assessment Act, carry out an environmental impact assessment of navigation and other dredging activi­ties within the inland water and its right-of-ways;
  20. undertake erection and maintenance of gauges, kilometer boards, and horizontal and vertical control marks;
  21. advise the government on all border mailers that relate to the inland waters.
  22. undertake acquisition, leasing, and hiring of properties.
  23. run cruise boats.
  24. carry out boat repairs, boat construction, and dockyard services; and clear water hyacinth and other aquatic weeds.
